Meet Our Crew

The Louisiana State Board of Home Inspectors is composed of one member from each congressional district and one at-large member appointed by the governor and confirmed by the Senate. Each member shall serve a four year term.

Morgan Spinosa

Chief Operating Officer

Mrs. Spinosa has been with the Louisiana State Board of Home Inspectors since 2007 and C.O.O. since 2009.

As the Chief Operating Officer for the Louisiana State Board of Home Inspectors, Mrs. Spinosa serves as the custodian of all documents, filings, and records of the board. She is responsible for the management and monitoring of all business services for the board. Mrs. Spinosa provides leadership in all matters related to finance, administration, and licensing.  

Albert Nicaud

Legal Counsel

Mr. Nicaud has served as counsel for the Louisiana State Board of Home Inspectors since its inception in 2001. He has either written or assisted in writing many of their laws and administrative rules.

With over 35 years of extensive trial experience, before juries, district judges, administrative law judges, arbitrators, and appellate courts he has a vast knowledge of the construction industry and has personally worked in the construction field for many years.

William “Billy” Paternoster

1st Congressional District

Billy is based out of the Metairie area and is currently a captain with the St. John Office of Fire Services. He’s been a full-time firefighter for 12 years and has served as the union vice president and president. He has also served on the civil service board as the fire department rep. 

Billy has an immense passion for the home inspection industry and wants to see it flourish. Billy’s brother and sister-in-law own a home inspection business in Michigan, it’s more than just an industry for him, it’s a part of his family. 

David Holt

2nd Congressional District

“Originally from Lancaster Pennsylvania, my family moved to New Orleans in 2007 to help rebuild the city after Hurricane Katrina.  My wife is a physician and joined Ochsner Medical Center’s Family Practice Department.  I volunteered full-time for several non-profit rebuilding organizations including Habitat for Humanity where I initially gutted houses and then worked with them rebuilding houses and I helped them build the Musician’s Village.  After that, I became a home inspector getting my license about 8 years ago.  Along with my wife, we have two children and two grandchildren so far.  I also have my Captain’s license and a Beneteau First 26 sailboat and plan to sail full-time after I retire when my current LSBHI term expires.”

Paul Brunet-Vice Chairman

“Resident of Lafayette, servicing the Acadiana area of south Louisiana as a licensed home inspector for 20 years this October. Currently serving District 3 on the Louisiana State Board of Home Inspectors. I learned home construction at an early age with my father, Douglas Brunet, who was a building contractor and eventually a home inspector. He was one of the first members appointed to this board. He impressed upon me the importance of quality work for our clients who are trusting us with one of their largest investments, their home. I am honored to be part of a group tasked with maintaining the high standards this board has developed over the years.”

Fredrick Williams-Chairman

“My Name is Fredrick Williams and I formed Quality Home Inspection, LLC after successfully completing all of the required training by the Louisiana State Board of Home Inspections. LHI #10895. After retiring from the Shreveport Fire Department as a Battalion Chief/Paramedic with 31 years of loyal service and spending the past 20-plus years conducting insurance inspections on both residential and commercial properties. I decided to carry that same loyalty and professionalism into the field of Home Inspections. We are based in Stonewall, La. servicing all of Northwest Louisiana.”

Robert Smith

5th Congressional District

Mr. Smith has been on the Board since October 2023.

John “Danny” McLaughlin

6th Congressional District

LHI#11103-Licensed since 2018

“I am a lifelong resident of Baton Rouge and happily married to my best friend Danielle McLaughlin. I am a business owner and previously managed project services for industrial construction for four years. I have extensive experience in commercial and residential construction as well as property management. I am also a licensed pest technician.”

“I have had various life experiences in my 45 years of work; and worked with many different nationalities.

I retired in 2015 from the oil field and started my home inspection business in 2016. I’m a newly elected board member(2022). I enjoy talking and working with clients during the home inspection. I hope to bring good changes to our industry during my term on the board.”
